WILLIAM A. KAPLIN is professor of law, the Columbus School of Law, the Catholic University of America, Washington, D.C. He is former editor of the Journal of College and University Law. BARBARA A. LEE is professor in the Department of Industrial Relations and Human Resources Development at Rutgers University.
